I have been for some time in Communication with His Excellency the Honorable Frederick Bruce on this subject, and, acting under Authority from him, I have requested Mr. Parkes to negotiate for a lease of the promontory to Her Majesty's Government, as having regard to the probable withdrawal of the Troops on the departure of the - Expedition for the North, such a tenure might perhaps put us in a less unfavorable position than we are in at present.
If your Excellency should wish to issue any notification in reference to Kowloon I shall feel much pleasure in directing the publication of it, in both English and Chinese, in the Government Gazette which is published every Saturday Evening.
